EFFECT OF GOOD FILING SYSTEM ON PRODUCTIVITY OF A SECRETARY (A CASE STUDY OF STAFF PERSONNEL IN FEDERAL POLYTECHNIC NEKEDE,OWERRI)
ABSTRACT
This study examines the effect of a good filing system on the productivity of secretaries, using staff personnel at Federal Polytechnic Nekede, Owerri, as a case study. A filing system is a critical component in the management of office documents and information, serving as a tool for the organization, storage, and retrieval of data. Secretaries rely on efficient filing systems to manage administrative tasks, support decision-making processes, and enhance the overall operational efficiency of the office.
The research employs a descriptive survey design to gather data from secretaries at Federal Polytechnic Nekede. Primary data was collected through structured questionnaires distributed to a sample of secretarial staff. The study focuses on identifying the types of filing systems used, their impact on secretarial productivity, and the challenges faced in managing filing systems. Furthermore, the study explores strategies to improve filing systems for enhanced efficiency.
The findings reveal that a good filing system significantly improves the productivity of secretaries by reducing the time spent searching for documents, minimizing errors, and facilitating quick decision-making. However, several challenges, such as inadequate technological tools and lack of proper training, hinder the effective management of filing systems.
The study concludes that the implementation of an efficient filing system, supported by regular training and technological upgrades, is essential for improving secretarial productivity. Recommendations are made to the management of Federal Polytechnic Nekede on adopting modern filing solutions to streamline office operations and enhance overall performance.

CHAPTER ONE:
INTRODUCTION
1.1 Background of the Study
In modern organizational settings, secretaries play a pivotal role in managing office operations, facilitating communication, and ensuring the smooth flow of information. The effectiveness of these duties is heavily reliant on efficient filing systems, which serve as the backbone of information storage and retrieval. Filing systems, whether manual or electronic, provide structured methods for organizing, storing, and accessing information, enabling seamless business operations and boosting productivity. An effective filing system is essential for ensuring that documents are stored systematically and retrieved with ease, which is critical for supporting decision-making, reducing administrative errors, and enhancing the performance of the secretary.
In many organizations, including educational institutions such as Federal Polytechnic Nekede, Owerri, secretaries manage vast amounts of data, correspondence, and reports. The ability to locate and provide accurate information promptly significantly impacts the efficiency of the office and the overall productivity of the secretary. Good filing systems streamline operations by reducing time spent searching for documents, minimizing the risk of data loss, and ensuring proper document security and confidentiality. This study seeks to investigate the effect of a good filing system on the productivity of secretaries, using staff personnel at Federal Polytechnic Nekede as a case study.
1.2 Statement of the Problem
Secretarial roles in large institutions are often overwhelmed with an influx of documents and information, making effective management crucial to office productivity. A poor filing system can lead to mismanagement of documents, delays in information retrieval, duplication of efforts, and a reduction in the overall efficiency of the secretary. In many instances, the inability to locate critical files at the right time has led to missed opportunities, decision-making delays, and operational inefficiencies.
At Federal Polytechnic Nekede, the secretaries manage both academic and administrative records that are vital for institutional operations. Despite the importance of filing systems, it appears that some secretaries may still struggle with organizing and retrieving documents efficiently. This research aims to examine how a good filing system impacts secretarial productivity and to assess the challenges secretaries face in managing their filing tasks.
1.3 Objectives of the Study
The primary objective of this study is to examine the effect of a good filing system on the productivity of secretaries at Federal Polytechnic Nekede, Owerri. The specific objectives include:
To evaluate the current filing systems used by secretaries at Federal Polytechnic Nekede.
To assess how effective filing systems enhance the productivity of secretaries.
To identify the challenges secretaries face in managing and maintaining filing systems.
To recommend strategies for improving the filing systems to enhance secretarial productivity.
1.4 Research Questions
The following research questions will guide this study:
What types of filing systems are currently being used by secretaries at Federal Polytechnic Nekede, Owerri?
How does the filing system affect the productivity of secretaries in the institution?
What challenges do secretaries encounter when managing filing systems?
What strategies can be adopted to improve the filing system for enhanced secretarial productivity?
1.5 Hypothesis
The study will test the following hypothesis:
H₀ (Null Hypothesis): There is no significant relationship between a good filing system and the productivity of secretaries at Federal Polytechnic Nekede, Owerri.
H₁ (Alternative Hypothesis): There is a significant relationship between a good filing system and the productivity of secretaries at Federal Polytechnic Nekede, Owerri.
1.6 Significance of the Study
This study is significant because it addresses the vital role that filing systems play in the productivity of secretaries. The findings will provide insights into the importance of efficient filing systems and highlight areas where improvements can be made to enhance secretarial efficiency. The study will also benefit the management of Federal Polytechnic Nekede by offering recommendations that can improve administrative operations, reduce downtime in retrieving documents, and ultimately contribute to the smooth functioning of the institution. Furthermore, it will serve as a useful reference for other organizations seeking to optimize their filing systems for better productivity.
1.7 Scope of the Study
The scope of this study is limited to staff personnel, specifically secretaries, working at Federal Polytechnic Nekede, Owerri. The study will focus on evaluating the filing systems used in the institution and their effect on the productivity of secretarial staff. Other aspects of office administration outside the filing system will not be covered in this research.
1.8 Limitations of the Study
One of the potential limitations of this study is the difficulty in accessing data due to confidentiality concerns related to institutional files and documents. Additionally, time constraints and the willingness of respondents to provide accurate information may also limit the scope and depth of data collection.
1.9 Definition of Terms
